Requests Hawaii's congressional delegation to assist in negotiating with the federal government for the state's acquisition of the facility.

Identifies the facility's potential to alleviate overcrowding in state jails and prisons, which currently hold approximately 5,161 inmates despite being designed for 2,491 inmates.

Notes the facility currently houses approximately 400 inmates with 1,200-bed capacity and includes modern surveillance systems, medical facilities, and infrastructure requiring fewer staff to operate than existing state facilities.

Proposes continued housing of federal pre-trial detainees and federal inmates serving short sentences at the facility under favorable terms to the federal Bureau of Prisons as a condition of state acquisition.
