Requests the Department of Education to establish a task force chaired by the Superintendent of Education to develop a comprehensive plan addressing vaping and smoking in public schools.

Task force membership includes the Directors of Health and Public Safety, Attorney General, Honolulu Prosecuting Attorney, Honolulu Police Chief, and Hawaii Public Health Institute Executive Director, with invitations to other relevant experts.

Plan must address methods to reduce vaping and smoking at schools, protect students and staff from related safety concerns, provide counseling and health education resources, and counter advertising influences.

Plan must include proposed legislation and administrative rules to prohibit smoking, vaping, and possession of cigarettes and vaping devices at public schools and school functions.

Department of Education must submit findings, recommendations, and the completed plan to the Legislature no later than twenty days before the 2024 Regular Session convenes.
