Request the Department of Land and Natural Resources to investigate the causes of palila decline on Mauna Kea and update key information including facts and statistics on the species.

Direct the investigation to examine results of the federal court mandate to eradicate sheep on Mauna Kea and its effects on palila populations.

Require the Department of Land and Natural Resources to submit a report with findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the 2024 Regular Session convenes.

Acknowledge that over 96 percent of the world's palila population inhabits the critical habitat on Mauna Kea's southwestern slope between 6,000 and 10,000 feet elevation, with only 1,000 mature adults remaining despite sheep and goat eradication and forest recovery.
