Requests each county to develop a comprehensive integrated wastewater management plan and financial strategy for upgrading or converting all cesspools in its jurisdiction by 2050, as required under Act 125 (Session Laws of Hawaii 2017).

Requires plans to include planned connections to centralized public and private treatment systems, locations for individualized and cluster treatment systems, assessment of existing infrastructure capacity, and financial mechanisms to assist with conversions.

Estimated conversion costs range from $880 million to $5.3 billion statewide, with only three percent of residents unburdened by conversion costs; approximately 83,000 cesspools exist across Hawaii islands.

Directs each county to submit its comprehensive plan and any proposed legislation to the Legislature no later than 20 days before the 2024 regular session convenes.

Requires transmission of certified copies to the Director of Health and mayors of Honolulu, Hawaii, Maui, and Kauai counties.
