Strongly urges the United States Marine Corps to relocate all live fire training and aviation activity away from the Puuloa Range Training Facility (PRTF).

Cites noise pollution violations including operation of a public address system before 7:00 a.m. in violation of the Clean Air Act, resulting in hundreds of community noise complaints, and planned use as a helicopter night landing zone.

Identifies health and safety concerns including lead contamination over 70 times the legal limit, potential for stray bullets near schools and homes, false alarm school lockdowns mistaken for active shooters, and documented health impacts from noise pollution.

Notes that approximately 600 new homes for native Hawaiian families will be constructed adjacent to PRTF by the Department of Hawaiian Homelands, placing residents at risk from pollution and hazards.

Points out that the sniper range was previously relocated from PRTF to Marine Corps Base Hawaii Kaneohe, and that a new indoor shooting range is being constructed in Mililani and Camp Blaz in Guam will provide alternative long-distance training capability.
