Request Hawaii County Department of Water Supply to convene a working group to examine opportunities for increasing water access and strengthening water infrastructure for underserved communities on Hawaii Island.

Working group should include individuals with expertise in water resource development in barren areas, University of Hawaii faculty conducting water resource management research, and community members.

Working group must submit a report to the Legislature no later than twenty days before the 2024 Regular Session, including findings, recommendations, and proposed legislation.

Addresses water access challenges in southwestern Hawaii Island communities including Ocean View and Miloliʻi, which lack adequate county water infrastructure despite receiving an average of 26 inches of rainfall annually.

Certified copies of the resolution to be transmitted to Hawaii County Mayor, County Council Chairperson, Water Board Chairperson, and Department of Water Supply Manager-Chief Engineer.
