Requests the Honolulu Police Department and Department of Education to establish and operate a Junior Police Pilot Program at public high schools.

Addresses the Honolulu Police Department's chronic staffing shortage, which as of May 2022 included 349 vacancies among 1,828 sworn officers.

Notes that certain police beats are understaffed, with Department District 1 (Downtown Honolulu, Chinatown, Kakaako) operating at only 77 percent of usual staffing needs.

Proposes that a junior police program will expand the pool of quality applicants for police recruitment, since only 5 percent of thousands of police entrance exam applicants became recruits in the past two years.

Directs certified copies of the resolution be transmitted to the Superintendent of Education and Chief of the Honolulu Police Department.
