Department of Transportation is requested to evaluate traffic conditions at the intersection of Moanalua Road and Kaimakani Street, where illegal U-turns by eastbound drivers attempting to travel westbound create safety hazards.

Department must also evaluate the westbound transition and exit for Highway 99 to identify improvement opportunities.

Department is requested to identify opportunities to improve traffic conditions and pedestrian safety, with particular focus on enforcement of illegal U-turns.

Department must submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than December 31, 2023.
