Urges Congress to call a constitutional convention under Article V limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Establishes that Congress has only ministerial authority to name a time and place for the convention and may call it only after receiving applications from two-thirds of state legislatures for substantially the same purpose.

Reserves exclusive power to state legislatures to determine convention rules, set the number of delegates, and name delegates, with voting conducted on a one-state, one-vote basis.

Restricts the convention to consideration of specified topics only and explicitly prohibits any amendments that would modify or repeal any provision of the Bill of Rights, making the application void if used for that purpose.

Constitutes a continuing application that remains in effect until at least two-thirds of state legislatures submit applications for the same purpose, with certified copies to be transmitted to Congress and other state legislatures.
