Urges the Department of Transportation Services of the City and County of Honolulu to conduct a feasibility study on widening University Avenue between Maile Way and Oahu Avenue in Manoa Valley.

Identifies Manoa Valley as a residential area with 18,600 households and a population of 46,865, plus a non-resident workforce of 25,230, home to the University of Hawaii at Manoa and multiple schools and community facilities.

Notes that Manoa Valley has only two roads for ingress and egress (Manoa Road and University Avenue), creating significant traffic safety concerns from bicycles, motor vehicles, buses, emergency vehicles, and commercial traffic.

Cites the valley's three heavily used hiking trails and second-most frequented park on Oahu as factors exacerbating traffic congestion and safety issues.

Requires the Department of Transportation Services to submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 regular session convenes.
