Urges the Hawaii Housing Finance and Development Corporation to promote supportive housing in the state's low-income housing tax credit program.

Requests amendment of the 2023-2024 Qualified Allocation Plan to facilitate supportive housing development by allowing developers to use best efforts to restrict supportive housing units for special-needs tenants during the affordability period.

Proposes implementing a vacant-unit rule allowing developers to rent supportive housing units to income-eligible tenants after making reasonable attempts to locate special-needs tenants.

Cites evidence from the Hawaii Pathways Project and City and County of Honolulu's Housing First Program demonstrating that supportive housing decreases emergency service use, lowers crime rates, and reduces costs on public systems.

Directs transmission of certified copies to the Chairperson of the Board of Directors and Executive Director of the Hawaii Housing Finance and Development Corporation.
