Recognizes October 2-6, 2023, and October 7-11, 2024, as Digital Inclusion Week in Hawaii to raise awareness of digital equity needs and promote digital inclusion.

Acknowledges that broadband is essential infrastructure for the 21st century and that digital equity ensures all individuals and communities have information technology capacity for full participation in society, democracy, and the economy.

Identifies barriers to broadband access in rural, agricultural, and lower-income communities including lack of infrastructure, discriminatory investment practices, and socioeconomic, educational, literacy, language, and disability-related barriers.

Affirms Hawaii's commitment to promoting digital inclusion by ensuring access to affordable broadband, internet-enabled devices, digital literacy training, technical support, and online content designed to encourage self-sufficiency and participation.

Directs transmission of certified copies to the Governor, Director of Business, Economic Development, and Tourism, Strategic Broadband Coordinator, and all county mayors.
