Requests the Department of the Attorney General to convene a sexual exploitation of minors steering committee to identify and analyze issues related to sexual exploitation of minors in Hawaii.

Mandates steering committee membership include the Attorney General, Superintendent of Education, Branch Chief of Harm Reduction Services, Administrator of Child Welfare Services, Prosecuting Attorney for Honolulu, and Chief of Honolulu Police Department.

Requires steering committee to identify vulnerability factors, compile experiences and issues faced by exploited minors, and categorize findings by age, gender, agency, and background.

Directs steering committee to submit preliminary report by twenty days before the 2024 legislative session and final report by twenty days before the 2025 legislative session, including any proposed legislation.

Dissolves steering committee on June 30, 2025, and exempts it from Hawaii's open meetings law to allow discussion of confidential cases and information.
