Requests the Department of Hawaiian Home Lands identify resources needed to repair unoccupied, deteriorating properties in already-developed communities to make them safe and habitable.

Directs the department to systematically identify unoccupied properties, confirm occupancy and lease status, and determine reasons for current conditions.

Requires the department to assist current lessees in assessing needed repairs and connect them with funding sources, including the Native American Housing Assistance and Self Determination Act of 1996.

Directs the department to manage alternative funding sources, expedite pending lease transfers, and conduct contested case hearings as needed.

Requires the department to submit a report of findings and identified resources to the Legislature no later than twenty days before the 2024 Regular Session convening.
