Urges the University of Hawaii to convene a working group to create a plan for establishing a maritime college within the University of Hawaii System.

Specifies working group membership to include the UH System President, Vice President for Academic Strategy, one House member, one Senate member, and leaders from the Inlandboatmen's Union of the Pacific and International Longshore and Warehouse Union Local 142.

Requests working group to consider temporary and permanent campus sites, development of a training fleet, federal grant funding sources, accreditation strategy, curriculum incorporating union apprenticeships, and administrative structure.

Requires working group to submit findings, recommendations, and proposed legislation to the Legislature by December 1, 2023.

Urges University of Hawaii to establish the maritime college as soon as possible and directs transmission of the resolution to UH leadership, maritime unions, state agencies, U.S. Maritime Administration, and Hawaii's congressional delegation.
