Recognizes and supports ongoing collaborative efforts by state agencies and private organizations to implement "Hep Free 2030: The Hawaii Hepatitis Elimination Strategy 2020-2030," a ten-year statewide strategy issued by the Hep Free Hawaii coalition on July 28, 2020.

Acknowledges viral hepatitis as a public health priority of the State, noting that Hawaii's hepatitis B mortality rate is higher than the nationwide average (nearly triple in 2019) and hepatitis C reduces life expectancy by twenty years.

Identifies high-risk populations including indigenous, Asian American and Pacific Islander, incarcerated, veteran, homeless, pregnant, and LGBTQ+ communities.

Requests a joint informational briefing between the Senate Standing Committee on Health and Human Services and House Standing Committee on Health and Homelessness following the 2023 Regular Session and before the 2024 Regular Session to assess Hep Free 2030 implementation progress and recommend future legislative action.

Directs transmission of certified copies to legislative leadership and the Co-Directors of Hep Free Hawaii.
