Requests the National Conference of State Legislatures and Council of State Governments to update the 2004 Joint Project on Term Limits findings regarding potential positive and negative consequences of implementing term limits for legislators.

Notes that 15 states have imposed term limits on state legislators: Arizona, Arkansas, California, Colorado, Florida, Louisiana, Maine, Michigan, Missouri, Montana, Nebraska, Nevada, Ohio, Oklahoma, and South Dakota.

Observes that Idaho and Utah repealed term limits on state legislators, and courts in Massachusetts, Oregon, Washington, and Wyoming invalidated term limits on procedural grounds.

References the 1976 Buckley v. Valeo Supreme Court decision striking down campaign spending limits, which reduced nonincumbents' ability to challenge elected officials.

Requires certified copies be transmitted to the President of the Executive Committee of the National Conference of State Legislatures and National President of the Council of State Governments.
