Request Department of Health and Department of Public Safety (or its successor, the Department of Corrections and Rehabilitation as of January 1, 2024) to collaborate on preserving health and safety of special needs inmates and others in Hawaii's jails and prisons.

Direct Hawaii Corrections System Oversight Commission to provide oversight of the inter-departmental collaboration and ensure adequate addressing of special needs inmates' medical and mental health needs.

Acknowledge Department of Public Safety's statutory obligations to provide mental health services to inmates and develop gender-responsive, community-based programs including substance abuse and mental health treatment.

Recognize Department of Health's expertise in mental health education, treatment, and rehabilitation services that can support Department of Public Safety staff training on mental health and behavioral issues.

Transmit certified copies of the resolution to the Governor, Director of Health, Director of Public Safety, and Oversight Coordinator of the Hawaii Correctional System Oversight Commission.
