Requests collaboration among the Department of Agriculture, Department of Land and Natural Resources, Department of Health, City and County of Honolulu, and County of Hawaii to establish and implement a five-year pilot program to control feral chickens, roosters, and pigs.

Pilot program to include provision of free traps to the public for capturing feral animals, collection of traps with captured animals, and return of empty traps to participants.

Pilot program to begin in Moanalua, Kalihi, Kalaeloa, and Kapolei in Honolulu and the Puna area in the County of Hawaii.

Department of Agriculture must submit an interim report to the Legislature no later than twenty days prior to the 2026 Regular Session and a final report no later than twenty days prior to the 2028 Regular Session.

Reports must include findings on the program's efficacy in controlling feral chickens and roosters, and recommendations on whether the program should be extended or expanded to other areas of the State.
