Urges the Office of Planning and Sustainable Development to develop a food resiliency plan for state emergencies caused by natural disasters.

Identifies Hawaii's heavy reliance on imported food commodities arriving through harbors and airports located in disaster inundation zones as a vulnerability.

Notes that the State lacks adequate food and supplies stockpiles beyond foodbanks to address natural disaster aftermath.

Suggests Wheeler Airfield in Central Oahu, the only airfield outside inundation zones, could potentially serve as a warehouse for emergency food stockpiles through the First Responders Technology Campus and Cybersecurity Data Center.

Directs certified copies of the resolution to be transmitted to the Adjutant General, Director of the Office of Planning and Sustainable Development, and Administrator of the Hawaii Emergency Management Agency.
