Urges the City and County of Honolulu's Crisis Outreach Response and Engagement Program to provide regular care and services to homeless individuals in Central Oahu, North Shore, Leeward, and Windward regions on a rotating schedule.

Acknowledges the Crisis Outreach Response and Engagement Program was established in October 2021 to serve Oahu's unsheltered population through non-violent crisis response, with staff trained in relationship building and crisis prevention intervention.

Notes the program has primarily focused on Honolulu's urban core from Chinatown to Waikiki with only gradual expansion to other Oahu areas despite rising homelessness islandwide.

Directs certified copies of the resolution be transmitted to the Mayor of the City and County of Honolulu and the Director of the Honolulu Emergency Services Department.
