Establishes a temporary permit system allowing out-of-state licensed practical nurses and registered nurses to practice in Hawaii for up to six months while awaiting full licensure by endorsement.

Temporary permit applicants must complete a board application, pay required fees, provide proof of valid unencumbered license from another state/territory/country, submit to fingerprinting and criminal record check, and provide a certified National Practitioners Databank self-query report.

Allows nurses holding multistate licenses to obtain temporary permits with reduced requirements (application, fees, Nursys verification, and Databank report only).

Temporary permits are limited to nurses employed by a single Hawaii health care entity and may be reissued if requirements are met.

Removes outdated temporary permit provisions for nursing graduates and adds an exception allowing out-of-state nurses accompanying patients to practice for less than two weeks without licensure.

Appropriates $78,426 for fiscal years 2023-2024 and 2024-2025 to implement the new regulatory requirements.
