• Establishes an iterative testing process where test file submission and response dates must be mutually agreed upon, continuing until the file is accepted by the system.

• Prohibits the system from imposing penalties during the test file process if the department or agency submits each test file by the mutually agreed upon dates for initial or changed specifications.

• Takes effect on June 30, 3000.
