H.B. 1046 Summary

• Replace the term "school health aides" with "school health assistants" throughout Hawaii Revised Statutes to reflect current job titles at the Department of Education.

• Authorize school health assistants to administer oral, nasal, and topical medications, as well as emergency premeasured medications including auto-injectable epinephrine, bronchodilators, and seizure rescue medication.

• Allow medication administration approval by a health care professional within the Department of Education, Department of Health, or a contracted health care service, instead of requiring approval exclusively from the Department of Health.

• Require parental/guardian authorization for minors, valid prescriptions from licensed physicians or practitioners with prescriptive authority, and confirmation that medication administration is necessary for student health and school attendance.

• Define "health care professional" as physicians, surgeons, and other individuals licensed under chapter 453 and nurses licensed under chapter 457; effective July 1, 2050.
