Amends Hawaii Revised Statutes Section 249-9 to require the word "Hawai'i" (with okina) on all license plates instead of "Hawaii".

Establishes three categories of license plates effective January 1, 2025: zero-emission vehicles with colorful design reflecting the State's unique environment; hybrid vehicles with "hybrid vehicle" designation and rainbow design; and gasoline-powered vehicles with "gas vehicle" designation and rainbow design.

Requires that both "Hawai'i" and "Aloha State" text on plates may use all uppercase, all lowercase, or capitalize the first letter of each word.

Directs county directors of finance to issue a new series of number plates for hybrid and gasoline-powered vehicles pursuant to the new plate design requirements.

Takes effect June 30, 3000.
