Exempts all gross proceeds from the sale of groceries from Hawaii's general excise tax, defining groceries as products eligible for purchase with U.S. Department of Agriculture Supplemental Nutrition Assistance Program benefits.

Exempts gross proceeds from the sale of feminine hygiene products (including sanitary napkins, tampons, menstrual cups, and related items) from the general excise tax.

Exempts gross proceeds from the sale of incontinence products (absorbent garments and protective products for individuals with bladder or bowel control issues) from the general excise tax.

Exempts gross proceeds from the sale of over-the-counter medicines (drugs regulated by the U.S. Food and Drug Administration as safe and effective for human use) from the general excise tax.
