Establishes the Climate Impact Special Fund to be administered by the Hawaii climate change mitigation and adaptation commission, funded through legislative appropriations, fees, grants, donations, and earnings on fund balances.

Allocates 5 cents per barrel from the state environmental response, energy, and food security tax to the Climate Impact Special Fund, in addition to existing allocations to other funds.

Appropriates $100,000,000 from general revenues for fiscal year 2023-2024 to the Climate Impact Special Fund and $80,000,000 to the commission for climate mitigation and adaptation operations.

Directs fund moneys toward climate action including nature-based solutions, sea level rise planning and adaptation, carbon sequestration, vehicle electrification, clean renewable energy, and climate education.

Appropriates $20,000,000 from the Climate Impact Special Fund to the sea level rise voluntary relocation fund for mitigation and adaptation efforts.
