• Authorizes the Department of Human Services to conduct comprehensive criminal background checks on current and prospective employees, volunteers, contractors, and contractor employees/volunteers working in close proximity to minors, young adults, or vulnerable adults receiving child welfare services, social services, or related benefits from the department.

• Requires criminal history record checks in accordance with section 846-2.7, consent to obtain additional criminal history information, and subject to adult abuse and child abuse/neglect registry checks for covered positions.

• Allows the department to terminate or deny employment or refuse to secure services if background investigation results indicate the person may pose a risk to the health, safety, security, or well-being of vulnerable populations served.

• Defines key terms including "child welfare services," "social services," "vulnerable adult," and "young adult" (ages 18-21 or authorized under the Foster Care Independence Act) for purposes of the background check requirements.

• Amends section 378-2.5 to include section 346-2.5 in the list of exceptions to conviction inquiry limitations, and amends section 846-2.7 to reference background check authority under section 346-2.5.
