Amends Act 317 (Session Laws of Hawaii 2022) to replace references to "case management software solution" with "comprehensive child welfare information system" throughout the statute.

Allows the Department of Human Services to contract with multiple qualified child welfare software providers or procure available software, rather than requiring a single provider contract.

Changes required features of the system from mandatory ("shall") to optional ("may"), while maintaining the four feature categories: case worker tracking tools, family portal for resource caregivers, online access to child care information, and a portal for minors over age twelve to access support services.

Extends the expenditure deadline for the $80,000 appropriation from fiscal year 2022-2023, allowing unexpended funds to carry over until June 30, 2024, when any remaining balance will lapse.

Provides the Department of Human Services flexibility to develop a federal-regulation-compliant system that may qualify for federal matching funds.
