Establish a two-year public housing tenant workforce training pilot program providing part-time, on-the-job paid training to help public housing tenants gain skills and experience needed for part-time and full-time employment.

Authorize Hawaii Public Housing Authority to contract with nonprofit organizations, for-profit organizations, or foundations to implement the program without compliance with Hawaii Revised Statutes chapters 103D and 103F (procurement and contract procedures).

Appropriate $500,000 from general revenues for fiscal year 2023-2024 and $500,000 for fiscal year 2024-2025 to cover all program implementation costs.

Effective upon approval of the Act.
