Expands the prohibition on referring or transferring patients to unlicensed care facilities from only "certified or licensed healthcare providers or care facilities" to "any person, corporation, or any other entity."

Defines "knowingly" to include failing to determine whether a care home has the required certificate or license.

Establishes tiered penalties for violations: $500 for the first violation, $1,000 for the second, and $2,000 for the third and each succeeding violation.

Repeals Section 321-488, the "landlord exclusion" that previously allowed landlords to avoid licensing requirements when tenants received licensed care services on rental properties.

Takes effect on July 1, 2023.
