Establishes the Unemployment Insurance Technology Special Fund administered by the Department of Labor and Industrial Relations to fund information technology infrastructure for benefits and contributions processing.

Imposes a 0.01% unemployment insurance technology assessment on all employers (except those using alternative financing methods) in addition to existing unemployment compensation contributions on taxable wages.

Requires the assessment to be collected at the same time and manner as standard contributions, with collections kept separate and not factored into employer contribution rate calculations.

Specifies that when collecting delinquent payments, funds are applied in this order: interest and penalties, delinquent unemployment compensation contributions, delinquent technology assessments, then employment and training assessments.

Takes effect January 1, 2024, with the director required to submit annual reports to the legislature on fund status, expenditures, and program results.
