H.B. 1086 Summary

• Renames the "Workforce Development Council" to "Hawaii Workforce Development Board" and "county workforce development boards" to "local workforce development boards" to align with federal Workforce Innovation and Opportunity Act terminology.

• Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law (P.L. 113-128 and Code of Federal Regulations sections 97.36, 679, 683, 200, and 2900).

• Establishes that board members cannot vote on or participate in discussions regarding matters involving service provisions by themselves or their represented entities, or matters providing direct financial benefit to themselves or immediate family.

• Changes the selection process so the Governor selects the board chairperson from among private sector members rather than appointing any member as chairperson.

• Removes the requirement for the Department of Labor and Industrial Relations to submit annual reports to the legislature on the K-12 agriculture workforce development pipeline initiative.
