H.B. 1103 Summary

• Appropriates $2,100,000 in emergency general revenues for fiscal year 2022-2023 to fund the electric bicycle and electric moped rebate program created by Act 306, Session Laws of Hawaii 2022

• Establishes a new electric bicycle and electric moped special fund within the state treasury, administered by the Department of Transportation, to receive appropriations and gifts/grants for the rebate program

• Removes the electric bicycle and electric moped subaccount from the highway development special fund and eliminates reference to it in Act 306

• Limits Department of Transportation administration costs to no more than 10 percent of appropriated funds and authorizes the department to contract with a third-party administrator to operate the rebate program and pay rebates to applicants

• Provides individual rebates of 20 percent of retail cost or $500 (whichever is lower) for new electric bicycles capable of speeds up to 28 mph and new electric mopeds purchased after July 1, 2022
