Amends Section 286-209 to authorize the Director of Transportation to establish maximum inspection fees and station fees through administrative rules, replacing fixed fee amounts.

Changes terminology from "decals" to "stickers" for motor carrier vehicle safety inspection certificates throughout the statute.

Sets initial inspection fee at $1.50 per sticker issued by inspection stations and initial station inspection charge at no more than $12, pending establishment of maximum fees by administrative rules.

Amends Section 286-210 to update language regarding operation of motor carrier vehicles without current safety inspection stickers on public highways, maintaining the $100 per-day penalty for violations.

Takes effect upon approval and does not affect rights, duties, or proceedings that matured or began before the effective date.
