Authorizes each county in Hawaii to establish a minimum wage higher than the state minimum wage by ordinance.

Maintains the state minimum wage schedule, which reaches $18.00 per hour beginning January 1, 2028.

Allows counties to set higher minimum wage rates to respond to local economic conditions, as income requirements for self-sufficiency differ by county.

Requires the Director of Labor and Industrial Relations to enforce county minimum wage ordinances in addition to state minimum wage requirements.

Effective July 1, 2023.
