Expands the Hawaii Promise Program to include undergraduate students at University of Hawaii four-year campuses (UH Manoa, UH Hilo, and UH-West Oahu), previously limited to community college students only.

Eligible four-year campus students must be Hawaii residents, complete FAFSA, maintain satisfactory academic progress, be enrolled in at least 12 credits per semester, and have unmet direct costs after receiving federal/state aid.

Scholarships limited to maximum of 8 semesters and awarded based on greatest need basis, with award amounts not exceeding students' unmet direct costs.

Appropriates unspecified general revenue funding for fiscal years 2023-2024 and 2024-2025 to provide scholarships through the University of Hawaii.

Takes effect July 1, 2023.
