Amends Hawaii Revised Statutes Section 304A-402 to add a new pathway for students to qualify for resident tuition at University of Hawaii campuses based on high school graduation in Hawaii.

Allows students who graduated from a Hawaii high school within two years of enrollment to qualify for resident tuition fees if enrolling in an undergraduate degree program, regardless of parental residency status.

Addresses barriers faced by homeless students and those with complex family situations who struggle to meet existing twelve-month residency requirements for demonstrating bona fide state residency.

Maintains existing residency qualification criteria under paragraphs (1) and (2) while adding paragraph (3) as an alternative pathway for recent high school graduates.

Takes effect upon approval and intends to increase postsecondary education enrollment and completion among Hawaii's high school graduates.
