Authorizes the Hawaii Housing Finance and Development Corporation (HHFDC) to plan and develop rental housing projects for teachers and school employees employed by the Department of Education, public charter schools, and the executive office on early learning public prekindergarten program.

Allows HHFDC to contract or sponsor experimental or demonstration housing projects with any state or county department or agency for teachers or other government employees.

Appropriates unspecified sums from general revenues to the dwelling unit revolving fund for fiscal years 2023-2024 and 2024-2025, with additional appropriations from the revolving fund for teacher housing development if the Department of Education approves land by December 31, 2023.

Authorizes the Department of Education to lease land and contract with private entities for development, management, maintenance, or revitalization of housing for teachers and school employees; permits renting to non-teacher tenants if occupancy falls below a departmentally-determined threshold.

Requires all housing developed under this Act to comply with applicable federal and state fair housing laws and includes teachers governed by chapter 302L.
