Eliminates the minimum age requirement of 55 years for police officers hired after June 30, 2012, who have at least 25 years of credited service to retire from the Employees' Retirement System.

Amends Hawaii Revised Statutes Section 88-73(a)(5) to remove "and has attained age fifty-five" language for members becoming police officers after June 30, 2012, with 25 years of service.

Modifies Section 88-99 to exempt members subject to Section 88-73(a)(5) from the moratorium on benefit enhancements related to reduction of retirement age.

Addresses police officer recruitment and retention by allowing officers who join at age 20 to retire at age 45 after 25 years of service, reducing health risks associated with police work.

Takes effect upon approval.
