Requires McKinley Community School for Adults to work with Hawaii Friends of Restorative Justice to provide counseling services for incarcerated women in the education and reentry program.

Appropriates general revenue funds to Hawaii Friends of Restorative Justice through University of Hawaii Windward Community College as a chapter 42F grant to continue the education and reentry program for incarcerated women.

Authorizes University of Hawaii Windward Community College to award grants to private entities for the education and reentry program, with requirements including non-discrimination compliance, proper use of funds, and record-keeping for state monitoring.

Program provides general education development tutoring, college correspondence courses, and reentry services; past performance shows 20 women obtained GED certifications in ten months compared to approximately 2 women per year previously.

Takes effect July 1, 2050.
