• Appropriates funds to the Hawaii Correctional System Oversight Commission to study programming offered at correctional facilities and identify gaps in programs available to female inmates

• Requires the Commission to convene a group of incarcerated women to help identify programming gaps and consult with the interagency council on intermediate sanctions and correctional program checklist committee

• Mandates the Commission use the 2016 House Concurrent Resolution No. 85 task force report as a model for recommendations to improve outcomes for incarcerated women

• Requires submission of the study and any proposed legislation to the legislature by June 30, 2024

• Takes effect July 1, 2050
