Adds a new section to Chapter 323F, Hawaii Revised Statutes, requiring the legislature to appropriate moneys to fund pay raises for public employees of the Hawaii Health Systems Corporation.

Pay raises must be agreed to through a collective bargaining or arbitration process before appropriations are made.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date.

Effective date is June 30, 3000.
