Prohibits operation of leaf blowers and string trimmers powered by two-stroke engines beginning January 1, 2027, in Hawaii.

Establishes escalating penalties: $50 for first violation, $100 for second, $200 for third, and $500 for each subsequent violation.

Defines "string trimmer" to include devices referred to as strimmers, weed eaters, weed wackers, and whipper snappers that use rotating blades or line to cut grass and weeds.

Cites health and environmental concerns including air pollutants (volatile organic compounds, carbon monoxide, nitrogen oxides), gasoline spill risks, and noise hazards (80-85 decibels from gas-powered equipment can cause hearing damage after two hours).
