Appropriates funds from general revenues to the University of Hawaii to support coconut rhinoceros beetle response positions and activities for fiscal years 2023-2024 and 2024-2025.

Funds 11.0 full-time equivalent permanent positions including a deputy incident commander, administrative staff, data technicians, outreach specialists, and canine program staff (supervisor and handlers).

Provides funding for canine program administration costs including kenneling and veterinary support, and supplies for maintaining research colonies and biological control agents.

Addresses the coconut rhinoceros beetle infestation detected on Oahu in 2013, which damages palm species vital to Hawaii's agriculture, culture, and ecosystems.
