Amends Section 103D-709 of Hawaii Revised Statutes regarding cash or protest bonds required in procurement administrative proceedings.

Cash or protest bonds paid by the initiating party must be returned, minus administrative costs determined by the office of administrative hearings, if they prevail in the proceeding.

Full forfeiture of the bond occurs and it is deposited into the general fund if the initiating party does not prevail and the office of administrative hearings finds the appeal was frivolous or made in bad faith.

Takes effect upon approval.
