Establishes a new section in Hawaii Revised Statutes Chapter 261 requiring the Department of Transportation to facilitate voluntary purchase of verified carbon offsets for air travelers to or from Hawaii airports.

Department shall accept requests from air travelers, use reasonable efforts to connect them with verified carbon offset providers, and maintain a list of public and private entities offering carbon offsets for passenger air travel.

Department must create and maintain a website with information and interactive capability allowing air travelers to arrange online purchase of verified carbon offsets for their trips.

Department shall encourage airlines operating at Hawaii airports to provide links on their websites to the department's carbon offset webpage.

Defines "qualified air travel" as air travel between a Hawaii airport and any other airport in the state, another state, or U.S. territory, and "verified" carbon offsets as reductions validated and verified by independent third parties as real, permanent, and unlikely to occur without the offset program.
