Establishes the Accessory Dwelling Unit (ADU) Housing Development Program administered by the Hawaii Community Development Authority to provide matching funds for homeowners who construct ADUs in compliance with county requirements.

Awards matching funds on a one-to-one basis up to a maximum amount (not specified in bill) per accessory dwelling unit.

Creates the Accessory Dwelling Unit Housing Development Special Fund to receive legislative appropriations, public and private contributions, interest earnings, and other revenue sources to support the program.

Exempts income generated from rental of program-funded ADUs from general excise tax for the first three years of rental, with the tax savings requirement passed to renters without increased rent.

Appropriates unspecified sums from general revenues for fiscal years 2023-2024 and 2024-2025 to fund the special fund and matching fund program; takes effect July 1, 2023.
