Establishes a pilot program allowing minor children to remain with their mothers while mothers participate in therapeutic, drug treatment, or other residential programs, administered by the judiciary.

Creates a five-year recidivism prevention pilot program within the judiciary for women released from the women's community correctional center, consisting of housing vouchers, child care vouchers, and employer income tax credits, with maximum assistance of $30,000 per fiscal year per participant.

Establishes an offender reset program within the department of public safety to provide pre- and post-release assistance including identification cards, housing support, medical services, rehabilitation services, and employment assistance.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 to multiple agencies (department of public safety, judiciary, Hawaii paroling authority, department of human services, and department of health) for diversion, reentry, and rehabilitation services and programs.

Requires participating agencies to submit reports to the legislature by January 2025 detailing fund expenditures, service providers, number of persons served, services provided, measurable outcomes, and any proposed legislation.
