H.B. 1179 Summary

• Requires all individual and group health insurance policies, mutual benefit society contracts, and HMO plans issued or renewed in Hawaii on or after January 1, 2024 to cover comprehensive sexual and reproductive health care services without cost-sharing.

• Mandates coverage for preventive services including well-woman visits, contraceptive supplies, abortion, sterilization, STI counseling and screening, prenatal care, breastfeeding support, and HPV vaccination.

• Prohibits insurers from imposing copayments, coinsurance, deductibles, prior authorization, or step therapy requirements on covered reproductive health services, except as necessary for high-deductible health savings accounts.

• Establishes nondiscrimination protections to prevent denial of reproductive health coverage based on race, color, national origin, sex, gender identity, sexual orientation, age, or disability.

• Requires the Insurance Division to report to the legislature by January 2025 on insurer compliance with the new requirements.
